"Pirotska" is a very quiet street, not far from the city centre, a 2-min-walk to metro station. The street is full of coffee bars (however these are a bit "simple"; if one prefers western-style and trendy bars, these are located particularly in the west from the Vitosha boulevard). I stayed in Gurko St and the location was excellent. The apartment was clean, and very spacious.
This was ideal for 2 couples because of the 2 double rooms, a 50 inch plasma tv and the air con was good because it was 28 degrees when I was in Sofia.
I have been to Sofia a few times and stayed in 4 different apartments, this is by far the best value for money.

Best hotel breakfast we've ever had! We stayed a couple of extra days because of the breakfast and free light dinner, both included in the (very budget-friendly) price! The receptionist was very welcoming and provided a detailed map and recommendations for activities, restaurants and sights. Guidebooks available for borrowing, and they really look after you! This place attracts great people as well- had a wonderful time here! Very good wifi connection as well.
