They are honest and you pay by the meter. I used a car service that hotel offers when I visited steel plants that are far from the hotel. It is safe near the hotel. People outside the hotel don't speak English. - Great location if you want to hang around in Lapa. Very close to the metro station so you can easily go to Copacabana and Ipanema as well.
