  Arte has absolutely lovely people and I was given a great smoking room at a very reasonable rate. Its a noce hotel that is quiet with very efficient help. I will return to Arte and would recomend it to anyone looking for a central location in Sofia - The hotel is very charming and all in good taste and artistic. Staff were extremely helpful, assisting with questions and requests for taxi's, always polite. Room was more four star: modern, clean and spacious. Loved the big bathroom and the big balcony (5th floor). Staff spoke english and acted very adequate. WIFI (free) was excellent. Taxi from airport about 13 lev (desk OK taxi).
