And given how the building seems old and dark, the room was amazingly clean.

  yes about the price it was a promotion no refundable but to find such an hotel directly in the center with a parkcar at 100 meters ,very very clean without air con but a fan ,you had to look for it was SUPER!! - The staff was great. They were friendly and always took some time to chat with us.   The location was excellent 1 minute walk away from the centre.Very clean,aer conditioned, staff so friendly and accommodating. Also we travelled with a baby and there was a lift which was great as we had the buggy.
